Harbour Flights Ireland has been granted an aviation license for its base at Mountshannon in County Clare.
It means that the company, which could fly up to 20 passengers, can apply to the Aviation Authority for Dublin and Galway licences.
It has already got planning permission to build the facility at Galway Docks, and legal teams are now hammering out the paperwork.
