IFA highlights major issues with new CAP

THE IFA – in a presentation to their National Council on Monday – have spelt out the available details on the new CAP (Common Agricultural Policy) that is due to start up in 2023.
They have warned that the new Agri-Environmental Scheme will only support about 50,000 farmers, which they say won’t be sufficient to meet the likely demand.
The first of the two-legged scheme proposes an average annual payment of €5,000 to 30,000 farmers with a potential maximum payment of €7,000.
In the second scheme, about 20,000 farmers could qualify for participation – one having higher environmental priorities – with a potential maximum annual payment of €10,000 and a likely average of €7,400.
The IFA also warn that the design of the scheme ‘is likely to lead to a significant increase in leakage of funds to administrative costs’.
In the suckler cow scheme - €150 for the first 10 cows and €120 per cow thereafter for 20,000 herds – the IFA say that the proposed funding will only cover payment for 385,000 cows. This will ‘leave out’ 500,000 cows in over 20,000 herds, according to the IFA.
The Sheep Improvement Scheme – involving a €12 per ewe payment – however will only be available for 1.7 million ewes, with about one million ewes left behind. The IFA say that this equates to a de facto payment rate of €7.70 per ewe.
